I might be an unusual case, but on my Dell laptops, I use Equalizer APO with enhancements disabled on the Playback devices, and the Capture devices. If I enable enhancements, then I get forced audio processing that I don't want, and with enhancements enabled, Equalizer APO modifies my audio signals perfectly fine.
Every time I open Configuration Editor I get a popup saying "Audio enhancements are not enabled for the device", and I have to press "No" three times, it's mildly annoying.
What's even more annoying is when I open Configurator, and I three of my enabled checkboxes say "Audio Enhancements will be enabled", then if I want to apply anything in Configurator, Enhancements get forcefully enabled with no way to bypass it, then, I have to manually open Windows Sound settings, go into each device one-by-one and turn enhancements off.

It's quite unusual indeed. In principle when the audio enhancements are disabled no Audio Processing Object like Equalizer APO should work. Then again, other users have reported the same as you. Anyway, the Configuration Editor and Configurator/Device Selector will report this disabling. For the Configuration Editor an alternative can be chosen like Peace Equalizer or HeSuVi, depending on your needs.
