CSV Doctor is a free, MIT-licensed offline Windows utility by ALMARFELD for CSV, TSV and delimited TXT diagnostics. Detect comma/semicolon/tab/pipe and supported encodings; inspect quoting, uneven rows, blank records and header problems; warn about formula risks and leading-zero/long identifiers. Review explicit repairs in a before/after preview, then export a separate UTF-8/BOM copy with chosen delimiter, CRLF/LF and a JSON report.
Originals and existing outputs are not overwritten. Content changes are opt-in. Failed strict parsing blocks export; ambiguous interpretations require explicit choice. Limits: 16 MiB, 100,000 records, 256 columns, 1,000,000 cells. CSV cannot prevent Excel reinterpretation; optional formula prefixing is not a universal security defense.
v1.0.0: Windows 10/11 x64, portable ZIP; run CSVDoctor.exe. WebView2 Runtime is required separately, not automatically installed. No accounts, uploads or telemetry. The executable is not Authenticode signed.
