i18n: Fixed bad translation markers in the default workflow.

Makefile: added a `make server` target for running tracd.

One can use the `python=...` variable to easily switch between Python versions, and in general benefit from the other settings made in Makefile.cfg.

l10n/it: update italian catalog

i18n: Follow-up to [9503], don't use `.lower()` on enum labels, as this is bound
to be wrong in some languages.

i18n: Fixed the translation of enum labels in the enum admin panels.

i18n: Fixed two "by" messages, by including some context.

i18n: Follow-up to [9481], fixed translator comment and message extraction in `web/auth.py`.

l10n/fr: French catalog update following the latest extraction (99%).

First time `make check-fr` pass ;-)

3 messages intentionally left as fuzzy or untranslated (must fix the source).

l10n: new extraction after #8588 fix.

i18n: rework the progress bar, which had several issues, in particular due to the use of different parameter in singular and plural forms.

The new approach tries to stick with the ''plural'' form, for the units.
