The attached patch fixes problems building on FreeBSD.

I believe I checked in the necessary changes. I did things a bit differently, by always including sys/time.h (if present at all) and by checking for the RLIM_SAVED_* symbols in the configure scripts.
I can now build CSL Reduce on FreeBSD 8.2. Can you please confirm?
