Module::Compile 0.34 doesn't list a mandatory dependency on Module::Install and fails to install due to failing tests. CPAN installation of PDL aborts because of the installation error.
I have now PRed a substantive fix for this on module-compile (as has one other), so we'll have to wait for that one.
A workaround could be for PDL to declare a dependency on Module::Install before Module::Compile, but a) I'm not sure that would reliably work; b) let's hope it doesn't come to that.

Module::Compile 0.35 has just been released and installs where 0.34 did not, at least on my Strawberry Perl. This bug should be closed as fixed.
Module::Compile version 0.35 has been released with correct dependencies.
