Nothing changes when i mess with the knobs or preamp but changing profiles in HeSuVi does work even tho APO says "File Not Found". It stopped working randomly.

Your screenshot doesn't show what the contents is of the config.txt file. Only this file is read by Equalizer APO. Of course any included file in config.txt is also read. So is D1990 hrtf.txt included by through an include command in config.txt?

Figured out what was happening, it was using a nonexistent.txt file, deleted the config.txt and Dt990hrtf.txt, restarted the laptop and it started working.
