I have installed and reinstalled Equalizer APO several times. I worked months ago but not now. I also installed Peace to see if that worked. It didn't. Both programs indicate the proper audio device (Roland UA-25 EX external sound card), but somehow the equalization software never is recognized. I have tried the solutions offered in the FAQQ section, but to no avail. Ideally, I would like the equalization programs to be automatically loaded and functional when the computer is first booted up, but I cannot get these to work in any situation. Why is the sound not directed to the equalization software, when both programs recognize the Roland output device? All the sounds generated play through the card and speaker system, but with no equalization. I would appreciate any troubleshooting tips that might get these to work. No log file was even created.
Have your tried the troubleshooting options available in the Configurator for the Roland? If you don't know how to access them these are the steps:
Usually the options of the "Install as" dropdown box does the trick. For recent Windows 10 and 11 updates try "LFX/GFX" (old Windows Vista APO technique) then "SFX/EFX the "SFX/MFX". If non of them work try again but now after unchecking the "Use original APO" checkboxs.
There's some issue with Peace 1.6.3.6 which probably isn't related. When starting the Configuration Editor of Equalizer APO you might see some commands. Delete all accept "Include: peace.txt".

I have tried every suggestion that you have indicated. Neither Equalizer APO
nor Peace work at all, no matter what I do. These programs do not seem to
load, although I see the interfaces on the screen. And every time I reboot
the computer, they do not stay in the taskbar, but I have to go to the apps
menu to reload them. This, in spite of the fact that both programs are
listed in the Installed Apps menu! It's as if they are somehow not being
"turned on." The computer audio files play fine through the UA-25EX system,
but neither equalizer has any effect. What might cause this? I'm about to
give up.

I can imagine you're giving up. It can be difficult sometimes to get Equalizer APO going.
First to take your confusion away some explanation. For Equalizer APO to work (as in manipulating the audio) neither Peace nor any other app needs to be active, neither on screen, on taskbar nor otherwise. For instance, you can close Peace after using it. The audio engine of Equalizer APO keeps on taking care of the audio manipulation on the target device(s).
The above is all done by changing some Windows registry keys of an audio device. The Configurator reroutes the audio through particular changes. Unfortunately any Windows update with an audio driver update resets this rerouting. In your case this happened and sometimes it's difficult to get Equalizer APO going again on a device (as you have noticed).
Are you on Windows 11 22H2? Some users have troubles getting Equalizer APO going on this update. Unfortunately Microsoft is notoriously bad in Windows updates. They keep on doing it wrong. But this also means that the next update could be the solution!
Also you could do what this wiki says. Some necessary settings need to be altered.
Here is my computer's configuration:
It seems that it is running on V. 22H2. I have tried everything suggested,
but it will not work. All my audio signals are NOT going through the
Equalizer APO. I notice that this Windows update took place on Dec. 22.
That's about the time this trouble started, as I recall. If you have
determined that the update is the culprit, have you found a fix for this?
Have your guys made Microsoft aware of the problem? Do your guys talk to
their guys? I would be most interested in having your engineers solve this
problem, because the audio severely needs equalization fine-tuning and I
have no way to do this now. Some wiki on YouTube claims that Windows 11 has
some equalization controls as part of the sound settings menu, but I have
found no such controls.

The first issue is the developer of Equalizer APO isn't very active on his project. For years now I give the most support where others help to. I'm the developer of Peace, the most popular interface for Equalizer APO. In other words, I'm the one who's aware of Windows update issues and I help to solve issues wherever I can. Besides, it's usually related to either Windows or the audio driver and not Equalizer APO. Unfortunately Microsoft or any audio device manufacturers don't respect the Equalizer APO project as it isn't their concern. So we're left with a situation where most of the time Equalizer APO just works perfectly until Microsoft decides to tinker with the Windows audio system, making things worse. But they usually resolve all issues in the long run, although some audio device manufacturers just don't. They don't always respect the Windows audio architecture which Microsoft has set up, leaving some implementation which Equalizer APO just can't handle.
When talking about equalization built in Windows. For more than 35 years Microsoft hasn't done anything other than going from stereo to 7.1. It's a shame. O, well, one can set the volume per app nowadays ...
