I don't think it's worth going into a religious discussion about this one. I agree that there should be a "structure" to versioning numbers. However, usually the first "stable" version of an app will be labelled 1.0. Applying the rules you describe from then onwards is probably fine, but you have to start somewhere. And I agree with a lot of people that labelling Mantis stable (1.0) would certainly attract more users and increase its credibility. On the other hand, it is also true that if Mantis had a wizard style installation process similar to many of the other open source PHP/mySQL projects, it would be a big plus. So my opinion would be to freeze the functionality, update the manual, create an easy to use installation script, and release Mantis as a version 1. Then discuss and agree on a new roadmap.
