We ended up writing a completely separate time tracker in PHP and MySQL and then coding some hooks into Mantis. I'm hoping we'll be able to submit our mechanism for hooking it to mantis to CVS if it proves a generic enough way. Essentially what we have done is write a "plugin" concept where a certain portion of the bug_view_page does an include on any listed plugins. Then our plugin php file is nothing more than some basic html code with an iframe embedded in it. This way our plugin does not alter the submit logic for Mantis at all. So what we end up with in our bug view page is an extra row that has time tracker related stuff for stopping and starting time related to the current bug. This allowed us to integrate our time system without really changing mantis submit code at all. I'm not sure if we're going to open source the time tracking system itself since it is completely detached from mantis, but we'll certainly try to submit the way we opened bug view up for visual plugins.
