[Mantisbt-dev] HTML change

As per Julians request, attached is my patch to modify the HTML on the 
bug_view pages.

Please let me know what you guys think. I would really love to have this 
in there. Most of the people using Mantis here have Sub-notebooks with 
800x600 screen resolution and the attached changes make it so much nicer 
to look at the screen.
