Talking about filtering: I would suggest to allow a user to define, name & save his own filtes on = an extra page. This way the filter rows can be as bulky as you want :-) I imagine something like a "WHERE clause toolkit". Show all allowed = fields, show allowed values for these fields, add "AND", "OR" and "NOT", plus a = "Test It" button. The user defined Filter(s) have to be saved in an extra table of course, = so the filter can be applied to any project accessible to the user. This way a manager/administrator could set up sitewide or projectwide = filters like: Sitewide: "Most critical issues" Sitewide: "Most popular issues" (If voting is implemented) Sitewide: "Longest open issues" Projectwide: "Tasks reported by Paul & Eve" Personal: "Tasks open and assigned to me" (could even be sitewide Personal: "Tasks open and reported to me" The predefined filters can then be accessible directly via a combobox or = via a sidebar. I you take a look at my design suggestion (see templates and themes) thread, the left hand side would be a nice place to put them. = But also in the standard layout, a combobox next to the "select project" = would come in handy.
