Unless I missed it, irc.php does not seem to be referenced on the web site anymore; that page was providing some general information about MantisBT IRC support and used to be the target of the IRC link from the support page which now goes directly to the channel. I believe that some of the information on that page is still relevant (e.g. mantisbot / logging, use of [nolog] prefix) so we should display this elsewhere (maybe in the channel topic ?).
