I suggest you download the latest source code for WinMerge from =
http://winmerge.org/downloads.php
In there you will find examples how to translate into similar languages.
We have some instructions for translators at =

And we also have a mailing list to ask further questions at =
http://lists.sourceforge.net/lists/listinfo/winmerge-translate
I hope thats enough to get you started with the slovene translation.
