I prefer dissimilar hotkeys behaviour than winmerge has.
Configuration ability is greatly welcomed. (RFE#838220
should use it for f7/f8, and others will benefit too).
IMhO, plain cfg file will satisfy this need. Something like
"shortcut_keystrokes desired-action [parameters]" rows,
which should (mainly) evoke winmerge operations,
possibly execute shell's command too (for external notes,
transform prg, whatever...) and so on.

    I like this approach - as a first iteration to use only a
    configuration file in the WinMerge directory, without any GUI,
    but in an human readable/editable format for it can be
    modified by advanced users who badly need to customize the
    keys.

    GUI could be implemented later and it can be done by another
    developer (possibly as a plugin? or even as a separate exe,
    available from Start-Programs-WinMerge-CustomizeKeyboard?)

    I would like to add my voice to this request.
    My specific issue is that I cannot use "Ctrl+Alt+Left" and "Ctrl+Alt+Right" because those key combinations are assigned to my video driver and cause my laptop screen to change its orientation.

    If I could configure the shortcut keys I could then use these functions from the keyboard instead of only using a mouse.
