l10n/fr: fix a few errors detected by `msgfmt -c`.

Makefile: added L10N ''check'' and ''stats'' targets.

By default, they check all the available locales, but one can also specify `make check locale=fr` or directly `make check-fr` (same for `stats`).

Makefile: improve the help and add l10n related targets.

Inspired from the !LodgeIt [http://dev.pocoo.org/projects/lodgeit/browser/Makefile Makefile].

l10n/sv: translations now reaching 100%, thanks to Mikael Relbe.

Fix [[TracIni#timeline-section|[timeline] changeset_collapse_events]] feature that got broken during MultiRepos.

Collapsing still worked, but the entry looked like the one of a single changeset.

Tested with Subversion and Mercurial backends.

l10/ja: follow-up to r9468, two fixes by Jun Omae.

l10n/ja: Japanese translations nearly completed, by Jun Omae (98%)

SpamFilter for 0.11: follow-up to r9462, which broke attachment uploading (#9218).

Updated visible copyright date to 2010, in the ''About Trac'' page.

![[ImageMacro]]: don't produce an internal error when linking to a non-existing attachment. Instead, show a place holder with an appropriate title.
