Add doctests for `trac.util.pairwise` and `trac.util.partition`.

Only de-activate translations under the same conditions used for activating them in error reporting.

Though I was not able to make it fail without the fix, this has been reported before (#5475)

Now that templates are filtered for translation (r7042), we need to activate translations for tests as well.

fr_FR: follow-up to r7048, actually use non-breaking space characters in front of the colon.

Follow-up to r7047, undo a left-over change from previous experiment ("by ") and take the opportunity of a boring change to do some automated translations (`s/:/ :/` where relevant)

i18n: review and augment french translation (approximatively 1/3 done; up to and including about.html)

After some hesitations, I decided to keep and settle for "Jalon" as the recommended translation for Milestone, but then the related terminology has to be adapted as well ("Jalon atteint" instead of "Jalon livré").
