fr_FR: follow-up to r7048, actually use non-breaking space characters in front of the colon.

Follow-up to r7047, undo a left-over change from previous experiment ("by ") and take the opportunity of a boring change to do some automated translations (`s/:/ :/` where relevant)

i18n: review and augment french translation (approximatively 1/3 done; up to and including about.html)

After some hesitations, I decided to keep and settle for "Jalon" as the recommended translation for Milestone, but then the related terminology has to be adapted as well ("Jalon atteint" instead of "Jalon livré").

i18n: automated updates following r7044

i18n: use `tag_` as a new translation keyword, for generating translated Genshi Elements.

i18n: catalog files are generated using CRLF line endings on Windows by the tools, setting the svn:eol-style property to ''native''.

i18n: the template load callback was waiting to be used, but was not passed to the !TemplateLoader...

Hence none of the plain template text nodes could be translated.
