[Reduce-algebra-developers] New release of REDUCE IDE for GNU Emacs

REDUCE IDE version 1.11 is now available<https://reduce-algebra.sourceforge.io/reduce-ide/>. Probably the key update is to make CSL REDUCE interruptible on Linux, thanks to suggestions by Andrey Ignatenko. There are also quite a lot of other minor updates.
