I *THINK* that with the latest checking and building the cygwin version 
under windows 10 that the files "reduce.img" created by three consecutive 
build runs all match as well as md5sum can tell.
I have not tested on other platforms and the test builds I did were 
somewhat abbreviated - starting from where the reduce executable had been 
made. But at least I am slightly optimistic!

If anybody is really keen they can try building using different build 
paths to see how close to a match that leaves things. And try on a range 
of platforms etc. But at the very least things are now much closer to 
being "reproducible" than they were at the start of the week.
