#1197 Notify user when minimized panes have content

OmegaT provides several informational panes, but for various reasons users tend to have at least some of them closed most of the time.

In order to help users discover when minimized panes have content, I have added a notification system: When enabled, upon activating a segment, a minimized pane that has content will flash orange (customizable as "Notification (flash)") a few times.

Notifications are off by default, but can be enabled using the action menu ([#1196]) on the desired pane.
