Please see the project attached. Segment 2 and 3 (footnotes) are extracted from the word file, but not written into the target file (altough I have "footnotes" on the openxml-filter enabled).
One tag was missing in the translation of the first segment. It should have been translation<t0/>
Once the missing tag was added, the footnote appeared in the translated document.

This is a "normal" behaviour, as the tag contains the footnote reference. Without it, Word considers there's no footnote.
