This is a feature request.
We experienced the use case: Support agent role in standard portal UI missing create button. It will be nice that this role is able to create this way ticket in the state new. (And assignment do for later by someone other)

Do you think it is possible to implement this button?

This is not a bug, it's possible by configuring the portal. Check the online documentation here, especially the XML structure, you can either:
