I just went to the site using gftp.  I too see nothing that looks like 
html.  In fact, I see versions of gnuplot as recent as 3.7 and that's 
it.  The only thing with 4.0 in the title is a bunch of files in the 
directory /incoming  E.g.,

/incoming/198.82.245.202_V4.0.0.37B_20041113001202.backup.blue

Maybe that is the necessary stuff?
