This is definitely a GIMP problem. I do have multiple languages enabled in the Language & Region panel, but English (U.S.) is my primary language. Every other program on my Mac uses English. Only GIMP switches to the secondary language. And when I launch GIMP using the "open" command in the Terminal, then it’s in English.

I was bitten by this bug when I upgraded from macOS 10.11 to 10.13 (GIMP used the secondary [of two] instead of my primary language set in macOS Preferences). I noted, with dismay, that GIMP 2.1.18p1 removed the Laguage setting from its preferences! This bug does not appear in GIMP 2.10.4, however.

I have the same issue. Essentially, files cannot be modified. Some tools have an effect on an image: adding text, making a selection and filling it using the bucket tool. crop. However the eraser, healing, paintbrush, etc ... have no effect. Mac OS High Sierra 10.13.4 (17E202). In addition to the version here, I tried Gimp 2.8.22. Tried uninstalling / installing Gimp both from MacPorts and from the dmg file. Both give the same results, on all types of files: existing png, jpg, or even new images...

The System Preferences-> Dock -> Prefer tabs did not help me. iMac Retina, High Sierra (10.13.3) and magic mouse. However after changing the theme (GIMP->Preferences->Theme) to OSX it seemed to correct itself.

Same here with 2.8.18p1. I deleted the extra keyboards, restarted, and reinstalled GIMP, but the interface is still partly in Hebrew, partly in Icelandic. Only English has ever been active while installing or running GIMP.

I'm a little late, but the solution to this problem is simple. When the export window opens, click on your desktop, then click back on the export window and it will become responsive. I hope this helps! Works on both window modes.

I got this issue on GIMP and GNUCash at macOS Sierra for the child windows. I could solve it by disable the automatic tab setup for new windows. System Preferences-> Dock -> Prefer tabs when opening documents. Set the value as "Manually".
