I have the same issue. Essentially, files cannot be modified. Some tools have an effect on an image: adding text, making a selection and filling it using the bucket tool. crop. However the eraser, healing, paintbrush, etc ... have no effect. Mac OS High Sierra 10.13.4 (17E202). In addition to the version here, I tried Gimp 2.8.22.
