I double this report. This bug appears sometimes in v1.2.0 after longer playing.
(I do not remember if it first appeared since v1.2.0, but in recent versions)
And it is not just sail from Europe, but on map to any port. It seems that the dialog that have all destination sometimes fails to be created.
There are no message in terminal console when this happen.
It happens often minor bug, after conquering other colony, that that new colony is shown 2 times in the list,
but that bug seems to go away after some playing.
But this ticket bug stays no matter how many turn are played afterwords.
The solution for user is to save game and then continue from saved.
So I guess for developers it is close to impossible to reproduce.
And definitely not from saved game.
I would even say, once the game was saved/restored, this bug would not appear.
But there is definitely bug in code in how colonies/destinations are stored and added.
I would reread code if some in-memory structures like Lists are reallocated,
or generally where an Exception can be when destination dialog data is collected.

After experiencing this issue, please attach the log file (FreeCol.log) to this bug report.
The log file will probably contain a message explaining why the dialog couldn't be created -- making the bug trivial to fix.
The bug disappeared after loading/restarting the game. Unfortunately the log got overwritten.
