I just started with freecol 0.12.0
Problem right at the beginning. When I try to move my ship with the cursor keys nothing happens.
Changing the language from autodetect to English solved the problem
Language is probably "French", because If "detecter automatiquement la lanque" is enabled. Then the "keyboard accelerators" are not working to move units. the move key are leaved empty by default. And setting them does not work.

I try in a win 11 desktop, I changed layout of keyboard to French, and freecol language
I gonna try latter in other person laptop in a while
I can remember that was problems on early versions of freecol when try to define keyboard shortcuts (on a old Mac)

Under a w10 (not w11) I can reproduce it

Steps to reproduce
- have a w10
- probably a laptop
- add french package under control panel
- change to this language
- start freecol and change to french, under preferences - display
As @stiangre ponited, the problem in my case was that I have connected an external keyboard.
Disconnect it and restart windows solved the issue in my case

I'm guessing this was fixed in FreeCol 0.13.0 based on the testing done by @fraitomas.
@tomvs: Please do tell if you still experience this problem.
