Go to Europe, right click the scout on the ship. Note that both 'equip as dragoon' and 'dismount and arm' claim to cost 150, while the latter should have a net cost of 100 once you account for selling the horses.
Ugh, there was a lot wrong here. Several fixes are wrapped into git.f4e1060. Hopefully I have not broken something else.
I think you might have. Europe looks good, but if you right click a unit in a colony you get some odd things which seem related to this change.
