Looking into the program code of Equalizer APO I see that the developer doesn't show the actual error number given by Windows. Only a general "Library could not loaded" message is shown. In other words, there isn't an easy way for us to understand what's going. To be precise, the LoadLibraryW() function fails. You could try to reach the developer of the VST plugin and say that Equalizer APO can't load the library dll any longer. Or perhaps there is a newer or older version that does load.
