when I use the equalizer and activate it in the discord app it works, but when I go to google and activate the equalizer it doesn't work, it would only detect my microphone but not the equa in GOOGLE
Anyway, some apps want exclusive access to a mic. This causes that Equalizer APO is bypassed (and can't do its magic). In order to change this exclusive access mode go to the sound panel of the mic and uncheck the exclusive access checkboxes. These checkboxes are located on the "Advanced" tab (see image, Dutch Windows).
Perhaps you're asking yourself why apps want to have exclusive access to a mic. The recent is that no other recording app can record at the same time.

I know I already asked for help in the past but after doing this it doesn't work for chrome, but besides chrome, downloaded apps work. Any methods?

I guess it could that somewhere in the audio settings of Chrome a setting can be changed.
