Have you already installed Equalizer APO on the Fiio in the Configurator? By default it's only active (installed as the Configurator says) on the default speakers and microphone devices.

Thank you, Peter, for answering. The APO Configurator list of playback
devices does not include the Fiio. After installing the Fiio and finding
it in the program files, I then reinstalled the APO to hopefully ensure
that the Configurator would now include it. It did not. I had a previous
Fiio DAC with bluetooth options. Although a year apart both devices
downloaded the same software version from the Fiio download page. The
first Fiio device did show up in the Configurator and the equalizer
worked to perfection. I removed the previous device from the bluetooth
list hopefully clearing it from any device conflict with the new Fiio DAC.
I sadly collect IEMs and because the sound spectrum of every IEM is
different, I have found an equalizer very helpful. Any useful advice?

It could for some reason that the Fiio DAC uses ASIO, a Windows audio technique that ensures very tiny latencies but an APO (Audio Processing Object) like Equalizer APO isn't possible. Another issue might be similar if this DAC uses WASAPI exclusive mode. This is a nice mode but again no APO.
Also check out the troubleshooting wiki on the audio control panel of a device. Perhaps it doesn't show in the Configurator until the proper checkboxes are set on this panel.

I would be very surprised if a FiiO DAC only supported ASIO and did not show up as a standard Windows audio device as well. That's almost certainly not working as designed.
Another issue might be similar if this DAC uses WASAPI exclusive mode
An audio device cannot by itself "use WASAPI exclusive mode". Which mode to use is a decision made by the application, not the audio hardware/driver.
Basically: if an audio device shows up in the Windows audio control panel settings, then it should show up in the Equalizer APO Configurator. If that's not the case, then it's likely an Equalizer APO bug.
If the audio device does not show up in the Windows audio settings, then that's not an usable audio device and the problem is bigger than just EAPO - the setup is just fundamentally broken. But I think OP's would have noticed if that was the case?
I note that the OP mentioned Bluetooth? This might be another case of the new Windows Bluetooth audio stack confusing EAPO.

Thank you all who contributed. The problem is apparently solved. I
temporarily disabled all the universal serial bus controllers and then
re-installed both the APO and the Fiio driver. And voila! Fiio shows up
on the Configurator as Default(Speakers - Fiio Q Series).
Everything responsive so far. Thanks again.

Peter, thanks for asking. I had uninstalled the original Fiio driver, then
disabled the relevant USB controllers. Then installed the "new" driver
which was identical to the old. Something was tweaked when the USB
controllers were again enabled. Do I know what happened and am I
disappointed with the results? No. Back to fine tuning the Harman Curve
on the IEMs which is like a daily carburetor adjustment on your favorite
vintage V-8.
