Equalizer APO is working great when listening to headphones through just the headphone jack on Windows 10 computer. The problem is the streamed files are not being equalized. I'm streaming Logitech Music Server to a Touch then to Amp/DAC.

You need to install APOs for device to get EqualizerAPO work with the device.
Configurator utility (bundled with EqualizerAPO) is the tool you use for to install/uninstall APOs.

Yes.
As you see, there's only one device listed to install APOs to (and it works by your opening post).
Touch works through Wi-Fi and it is device independent system so, at Windows sight, it is not an audio endpoint device you could install APOs for.

I don't know the LMS you use for streaming but, if it (or an alternative for LMS if there are any) supports (natively or through a plug-in) input from an audio device (mic, line source) then, you could use VAC to route audio stream to go through it.

Can you install APOs for the device sending output to Touch?
