Allow user to hide scroll bars

I seldom use the mouse when I edit, and when I do I never use the scroll bars (don't like the granularity). I would rather have the area back as editable text space. This becomes especially important when I work with split windows, where the percentage of area used by scroll bars & split bars becomes significant.
