The <9>... gets 9 points each if the font passes the test in the translation, the <1>... gets one point each Passing the test means: that the tested font renders all the chars in the translation and that each of those rendered chars are different from each other( to cover the case were a font renders missing chars as squares). To put an example, for german you could translate one of the <9>... strings as "ßü" then tuxpaint would check each font available to it and try to render that string, if it succeeds, and all the glifs are different, then the font will be scored high and show in top of the font list. Note that even if <9>... and <1>... are unused at the moment, you could reach the same effect by (ab)using the common/uncommon punctuations, digits, distinct circle-like characters and distinct line-like characters, each of them counting one point.
