It sounds like you used to use it, why did that change? Sugar is the GUI of the XO laptop from the One Laptop Per Child project, and Sugar Labs is very upstream friendly, we host L10n in over 130 languages (more are welcome) and share our L10n resources and community with upstream projects like eToys, AbiWord and Gnash. We wrap TuxPaint as a "Sugar activity", so it would be a matter of enlightened self-interest to assist your L10n efforts.
