Have you tried this kind of "dual step" setup using the Microsoft client for both steps, ie from the client to the 2003 server? It seems to me that if the only application on the 2003 server that behaves bad is the MS RDP client, then it might be a bug in that client. Which version of the MS RDP client are you using?
