The stat bump at every 4th level goes into effect before skill points are chosen. Yes, they don't affect prior levels, but they do affect the current and subsequent levels. Prior debates were on, for example, the Headband of Intellect and if it had an impact on past, present and future skill points. And to quote the 3.5 PHB on page 10: "When an ability score changes, all attributes associated with that score change accordingly. For example, when Mialee becomes a 4th-level wizard, she decides to increase her Intelligence score to 16. That score gives her a 3rd-level bonus spell (which shell pick up upon attaining 5th level, when she becomes able to cast 3rd-level spells), and it also increases the number of skill points she gets per level from 4 to 5 (2 per level for her class, plus another 3 per level from her Intelligence bonus). As a new 4th-level character, she can get the skill points immediately after raising her Intelligence, so shell get 5 points for attaining 4th level in the wizard class. She does not retroactively get additional points for her previous levels (that is, skill points she would have gained if she had had an Intelligence score of 16 starting at 1st level)." This has be debated to death in the past. This is why we have the house that do exactly that i.e. raise the STAT before calculating the skill points so the bump in skill point happens at that level and not the next one. That was 3.0 though. In 3.5, that changed (I just checked, PHB p.10). I was a bit to fast in answering and the house rule should be set by default in the 3.5 gamemode (I bet jsallee is using 3.5). I don't know where we stand on this since leveling used not to be part of the SRD document. I'm not sure if it is part of the RSRD but since the machenic is there, we might as well do the right thing with it. Conclusion, there is no bug since it was made that way on purpose but it would be nice to change the default where it applies. I'm changing the default for 35e, it will be included in RC5. I'm positive that the stat bump you receive every 4th level, if given to Int so that the Int bonus increases, immediately affects the skill points available for *that* level. I'm reopening this. That being said, there is a house rule setting that allow exactly that since you are far from the only one that doesn't want to apply the rule that way.
