Details:

PCGen's List editor does not like adding the tag <PREAPPLY>. When using
it in a spell, it lets you add it in with a bonus tag ok, but then
dissappears. for instance:

BONUS:SKILL|Appraise|10|TYPE=Insight|PREAPPLY|ANYPC

it keeps everything including the bonus type but drops the
<|PREAPPLY|ANYPC> section even after saving.

this is the new release, 5.13.14 full install file in its own directory
on vista home with Sun java updated.
