Part of this change (the increase from +15 to +18) has been implemented and was pretty clearly a data fix. However, PCGen is now giving me +18/+18/+18/+18/+13/+8/+3 as the Flurry of Blows attack sequence. It's adding all the extra attacks (which should be +18/+13/+8) as full-BAB attacks (+18/+18/+18).
