Summary: D20 Modern - Fast Hero Even Levels Broken

Initial Comment:
When leveling a D20 Modern "Fast Hero", PCGen does not
correctly allocate skill points, hit points, or the
bonus feats. These levels show up in the level list as
"Fast Hero (0)" instead of listing the appropriate level.
