#1111 AMF: Reject SC swichover (si-swap) when active ccb modifying amf-data exists

This is related to AMF enhancement #1108

That enhancement is about the AMFD clearing the way to re-attach as OI
by invoking an admin-op on immsv to abort active ccbs operating on AMF data.

But this can be avoided for the si-swap case by the AMFD rejecting the
si-swap if/when there is any active ccb operating on AMF data.
This should be trivial for the AMFD to detect since it is the OI for
all such data.

      Ticket #1008 could possibly be closed if a fix of this ticket prevents all cases of a ccb existing

    In my last reply below I refer to ticket #1008 but meant ticket #1108.

    Ticket #1108: AMF: Implement use of immsv admin-op for aborting non-critical CCBs
    Ticket #1111: AMF: Reject SC swichover (si-swap) when active ccb modifying amf-data exists

    So I meant to say: Ticket #1008 could possibly be closed if a fix for #1111 prevents all cases of a ccb existing
    during si-swqp that contains ccb-operations on AMF objects.

    But on second thought, we also have failover!

    This same problem can strike failover.
    In particular, if the active SC goes down and does not come back up, or is just to slow in coming back up
    and triggerign a sync.

    Then the old-standby-new-active-and-only-remaining SC/AMFD will currently end up terminating
    causing a cluster restart.

    Thus at both failover and switchover, the AMFD currently depends on imm-sync to clear away any open ccb
    that modifies AMF data. This is too vulnreable.

    So if we are to skip any of these two tickets it would be #1111 sinc that only solves the switchover case.
    I would still recommend doing #1111 since it should be very easy to do and at least solves the switchover case.
    Ticket #1111 is not that complex either for the AMFD but it depends on imm enhancement #1107 to implemenet
    this admin-op.

    I considering if we should make these tickets defects instead of enhancements due to thje HA impact it can have.
    But for now lets keep them as enhancements.
