http://msdn.microsoft.com/library/default.asp?url=/library/en-us/sysinfo/base/ver_set_condition.asp
VER_SET_CONDITION should be defined in winnt.h.

Fortunately, an implementation already exists for
winddk.h, so it is trivial enough to fix by copying it
over.
