I have convinced Berkeley DB (3.1.17) to build with mingw32, but I'm
cross-compiling from a Linux environment.

How are you attempting to build it?  Natively, using the cygwin tools
and Sleepycat's "dist/configure" script?  Natively, using some variation
of their MSVC-baked project files in "build_win32"?  Cross compiling from
a real Unix host (like me)?  In no case will it simply work, but I can give 
you some pointers.

(I'm assuming this is related to the first question...)
The Sleepycat configure script (if you're running it) should be able to
detect that and take appropriate action.
