I have uploaded entire header file winnls.h rather than diff, since very little difference in size

I've postponed this because you've moved items from one location to another.  This impedes my verification.  If you wish to resubmit your change without moving items it will help.  If not I'll get to it eventually.

All the relocations were to help me keep track of where things were and to avoid duplications.  I will edit to reduce these relocations from orig... but it is not high priority right now and I'm missing in action for a week with other commitments, so eventually...
