[Mingw-users] strtod is no longer C99 compliant

After updating my MinGW installation, I discovered that strtod no
longer accepts "INF" as valid input. A bit of digging reveals this
is a result of fixing bug 3132404, which causes MinGW to revert to
using the msvcrt implementation of strtod. Was this side effect of
the bug fix known about and accepted?
