I've begun testing fresh installations using mingw-get and found it difficult to guess that I needed to mingw-get install mingw32-base and msys-base.  Attached is a patch to allow install msys and install mingw or install mingw32 for each of the base pacakges.

BTW, the tracker is set to assign keithmarshall the ticket for a Category
of mingw-get.  I don't know if you want to keep it that way or not, so I'll
let you update the auto-assignment.
