I believe both mingw and mingw-w64 can benefit if you are willing to provide documentation for WFP as an independent party. mingw-w64 has setup a publicly readable but moderated list specifically for posting documentation but it is woefully under utilized. See [1] for information on the mingw-w64-documentation mailing list and the rationale behind it. Basically, you won't be able to submit patches directly, but can submit information that can help get WFP working on mingw. Please do ask if you have any questions.
