It's always been that way for me too, but mingw-get has always done the right thing, regardless, so I haven't focussed much attention on the manual download issue -- the file isn't much use for anything outside the scope of an executing mingw-get process. That could be because the mirror is chosen at random: > maybe some mirrors aren't up to date (the file is dated yesterday), > but this one seems okay at the moment: I've never had any problem with mingw-get retrieving it, (or any of its other catalogue files), from any mirror selected for me within the British Isles, or Western Europe, but none of them seem to permit a manual download through a browser, (Firefox on either GNU/Linux or MS-Windows, or IE6 on the latter).
