Have you discovered the mingw-cross-env project?

http://www.nongnu.org/mingw-cross-env/

It's a makefile-based system that builds GCC and lots of libraries with
more or less one click. It's for cross-building, but even if you want to
do your building on Windows, you could still look at the makefiles to
see what tricks are used to build various packages for  MinGW.
