If your changes are based *exclusively* on publicly visible documentation, (such as documented on MSDN), then you can post patches on our patch-tracker; for instructions, see: http://mingw.org/wiki/SubmitPatches However, please bear in mind that we never plagiarise Microsoft SDK headers, nor do we accept patches abstracted from the code of other projects who may do this.
